EASTHAM BOARD OF ASSESSORS
Minutes of January 13, 2011 Meeting
Doreen Cahill called the meeting of the Board of Assessors to order at 12:15 p.m. in the Small Meeting Room.
Present: Assessors Cahill and Avery, Deputy Assessor Gail McAleer, and Field Appraiser Belinda Clarey.
OLD BUSINESS:
The Board VOTED unanimously to APPROVE the minutes of the December 8, 2010 meeting.
NEW BUSINESS:
Gail McAleer reviewed the status of the FY11 abatement applications. The Board has 90 days from the filing of an abatement to act on it. Ms. McAleer indicated the remaining abatements and exemptions are ready to be voted on. As the filing deadline for exemptions has passed, this will complete the abatement and exemption process for this fiscal year. To date we haven’t been notified of any appeals being filed at the Appellate Tax Board.
Assessor Cahill gave an update on the request to the Selectmen to sponsor an article for the Annual Town Meeting to amend the charter change regarding term limits for members of boards and committees to exclude the Board of Assessors due to the state mandated requirement to successfully complete the Department of Revenue’s Course 101 within two years of being appointed or elected. Due to state budget cutbacks, Course 101 is only being offered for 6 evenings this spring in Natick and in Springfield this fall. No other board or committee has this type of requirement which is an obstacle that many potential volunteers to the board aren’t willing to take on.
Doreen Cahill indicated she had spoken with Selectmen John Knight. He stated that Representative Sarah Peake, who is guiding the current proposed charter changes through the legislative, suggested that amendments couldn’t be made to them since they haven’t passed yet. Assessor Cahill will continue to attempt to clarify what can be done for the upcoming town meeting.
After discussion and unanimous vote the Board signed the Chapter 61A renewal for the Josephine Fellers Realty Trust parcels located at 255 and 365 Higgins Road.
EXECUTIVE SESSION:
Doreen Cahill made a motion to convene Executive Session per M.G.L. c.30A, Sec. 21.
Gordon Avery seconded.
Roll call vote was taken to enter Executive Session at 12:30 p.m. Cahill-yes, Avery-yes
The Board exited Executive Session at 12:45 p.m.
The meeting adjourned at 12:45 p.m.
